Billet Strut mount install question.

I'm trying to figure this passenger side strut mount issue out. Already sent emails to Zach at IPF to see what he can tell me. He said he had one other person with an issue similar from a strut mount repair that didn't allow the billet mounts to seat properly.

To me it looks like the top piece of sheet metal needs to be "massaged" down to allow the top hat to go farther into the hole and seat flush with the bottom machined piece. I didn't think I should just go to town on it with a hammer until I consulted the community for maybe a better suggestion.
