Key fob won’t work or program

So I put a fresh battery in the fob. I checked the fob receiver under the rear deck carpet and it is getting 12v power (orange and black) but the fob still won’t function. I tried to program it on the DIC and I’ll hold the two buttons for >30 seconds but it never beeps to pair. What else should I check?

the RPOs for your car , its likely the agency either ordered it with them not functioning or had it disabled

I just purchased a '12 PPV from a municipal auction. My fobs don't work at all, and I replaced the batteries in both.

Which production code indicates that the car came with the remote fob functions disabled from the factory?

I also noticed that they removed a lot from the trunk, i may be possible that they removed the receiver assuming it was police equipment.

Does anyone have a photo of what a receiver properly mounted in the trunk looks like?
