Do not think we have heard of this issue before?? It is generally called the shift interlock circuit.

Some questions: Any aftermarket alarms? Remote start systems added?? Was it working OK for a while and this just started? OR is it a new car to you? Was it a previous patrol vehicle? You remove any accessories that you did not know what they were?? Di you have any switches in the lower dash area that you do not know what they are for?

Anyway simple enough Wiring diagram:

Here is the complete system including brake pedal switch - that could be the culprit as well. Check to see if your brake lights are working. Here is the album if you want to blow up the pic: Imgur Album

May want to first check the fuse. Although I suspect it will be OK because it is a BCM fuse so it controls many things.

So Fuse F30DA is in the instrument panel fuse box (side of dash) Fuse Number F30 Labeled BCM 7 (15 amp fuse)

Here is the description of the system:
AUTOMATIC TRANSMISSION SHIFT LOCK CONTROL DESCRIPTION AND OPERATION (SHIFT LOCK CONTROL)
The Automatic Transmission Shift Lock Control System is a safety device that prevents an inadvertent shift out of PARK when the engine is running. The driver must press the brake pedal before moving the shift lever out of the PARK position. The system consists of the following components:

The Automatic Transmission Shift Lock Solenoid (serviced as the Automatic Transmission Shift Lock Actuator)
The Body Control Module (BCM)
The Engine Control Module (ECM)
The BCM controls the voltage to the shift lock control solenoid though the shift lock control solenoid controlled voltage circuit. The following conditions must be met before the BCM will supply voltage to the shift lock control solenoid:

The ignition is in the ON position.
The ECM sends an input via GMLAN serial data to the BCM when the Transmission Control Module (TCM) indicates the transmission is in the PARK position.
The BCM receives a brake applied input from the stop lamp switch.
Since the shift lock control solenoid is permanently grounded, the BCM supplies voltage to the automatic transmission shift lock control solenoid, releasing the mechanical lock on the shift lever as the solenoid energizes. The energized solenoid allows the driver to move the shift lever out of the PARK position. When the brake pedal is not applied, the BCM turns the control voltage output of the shift lock control solenoid OFF, de-energizing the shift lock control solenoid. When the transmission is in the PARK position, the de-energized shift lock control solenoid will prevent shifting as the lever is mechanically locked in the PARK position.

During remote start operation the BCM will de-energize the automatic transmission shift lock control circuit, locking the shift lever in the PARK position

And here is a picture of the connector at the shift lever. THis would be the best place to test to see if you got 12 volts and a good ground. Going to be the rear one with the yellow wire. Not sure how easy it is to get to though.

Great, so fail mode is 'leave you stranded' mode. :-/ At least for our B-body cars, if that stupid little solenoid started screwing up, you could just unplug it and go on your way.

It looks like the shifter also has to be in park, so you may want to pull up on the shifter lever to pull it 'more' into park to make sure it's not just an adjustment of the shifter that's necessary.

I remember on the town cars there was a way around it. You turned the key one click - no dash lights on yet. YOU could then drop it into neutral and start the car then drop into drive. Wonder if the owners manual mentions anything??

That one key click tried it no work, also jacked it cable seems to be ok. My volt meter broke (going to get one soon) but test light is showing current to switch circuit on shifter. Whatever engages the lock mechanism I think is f up. Brakelight also work. Will keep messing with it.

I attempted to remove mine once, seems the whole dash needs to come out. Ended up just removing the handle and cable and leaving it
