He added a separate box with two switches. One switch will put it into 'manuall' mode, and the other switch will upshift and downshift.

The agency that operated the car probably just threw the seats back in after pulling the ‘perp seats’ out. As Steve noted, it’s a pretty easy fix. I find northern cars seem to do fairly well as far as preventing rust. Our '12 came from Wisonsin, and while I've done a fair amount of mods to the car, mostly brakes and suspension, I can count a handful of bolts (and one brake hose) that caused any problems. It shouldn't be hunting like that, and yeah, what fudgehog says, check the alternator output and load test the driver's side battery. How many miles on it? I'd get a good data logger on it to see what your inputs are, and see if there are any codes set, and work from there. Pending that, I'd run you...
