Clue?

Emergency light strobe.

In other words they drilled into your headlight and messed it up. Take it out and you got a hole.

i'm betting the wires are still attached to the front upfitter harness.

Yeah, those are emergency flashers, yours must be an ex Washington state patrol car too. I found those in mine and did a bunch of research on them. They are Ecco 9031 Hide-A-LED kit that WSP had them installed from KERR industries. There is also one in each of the tail lights that flash red. I was able to hook mine up and they flash a pattern alternating side to side, if you hook up the wires correctly. On mine the wires for the front were on a grey shielded cable that went through the fire wall at the heater box they cut off inside the passenger side kick panel under the glove box. (next to the factory police accessory harness I found coiled up) The rears were cut off at the lights, so I bought a strobe box from NAPA for $50 for the 2 rear ones and wired it in with a switch I put in my console. Each light has a little module inline, my fronts still had those attached, so I wired the fronts using those. Let me know if you have questions or I can get pictures of how the wires are ran. My kids think it's pretty cool when I pick them up from school lol.

It's an LED "hide away" module. Like others have said there should be 4 wires with a square box or just a black cable with a black rectangular box about a foot away from the light. Inside that black cable is the four wires usually red black white and green. If you trace where the black cable goes to there will be a splicepoint where that headlight and the other headlight LEDs red wires (should) connect to an accessory wire which powers them...depending on how much wire they left in your vehicle.
