Assuming there's no mechanical issues, they seem like a good deal, a lot of power for under $10k.
The listings are a bit misleading though, as neither one are actual detective models.
Here is the detective raiding a massage parlor.

I've pretty much come to the conclusion that if it's a Chevrolet sedan, most of the resellers call it a 'detective' car. It's the Chevrolet SUVs that are called 'police' cars.
I'm sure some know the difference between a 9C1 and 9C3, but I'd really bet most do not. And those who do, are calling every Caprice 9C* a 'detective' model in an effort to get more eyes on it, and more money for it.

I agree.
I called a dealer one time, a Chevy dealer, asked if it was a 9C1 or 9C3 and he said he'd get back to me. He called back and said "neither, it's a PPV".
Also, according to the saleslady at the Honda dealer where I bought my car, the prior owner (Tom Slick), was a Texas State Trooper.
I knew that was false because I had already seen the car on here, and contacted Tom about it, prior to making the deal.
