Are these suppose to work, are u suppose to get them out from behind or front, no way to get from back

Turn your wheel inward on whatever side you are working on.
Unscrew the two torx head you see there on the fender liner.
That shoud be enough to get your hand behind and switch out the bulb.
Or
There is a tab think on the top you you can push down on and pop out the entire assembly and then change the bulb on the outside of the bumper.
They are running/parking lights lights they should come on with your headlights while in AUTO.
IF you got no power to the socket the plug for that harness is under the right headlamp (need to take out fender liner and or bumper to get to that one. Make sure that is plugged in. Short of that I believe there is a fuse for your left and right parking lights, but if that was blown they should not be working in the rear as well.
