Guys I found this... does it sounds better? What would be my bottom price for this?

This car is my cars identical brother. Same agency (Kent County Sheriff Department) Mine was car 220 and this was car 223.

This car I looked at a week ago. Its rougher than mine, even the A pillar trim is hanging down as it sits on the lot. However the body looks decent.

This car still has an empty console in it, and some velcro/tape leftovers. Mine had none of that, mine didnt even have the pushbar (luckily cause they cut the bumpers for those ones to be installed.)

I will say this, I bought mine a couple weeks ago (again, same exact car and agency) and it was very well maintained and is very clean for a car driven in 3 michigan salty winters. Mine has 10k less miles (that one has 117,000, looks like you missed a 0) and I paid about the same (9500ish)

Heres a picture of a couple Kent County Cars in full dress, I hadn't been able to find any of car 223 but I did find an up close side shot of mine awhile back.
