I've known Dave Scribner for a good while - some of the B-body guys here may recall the name, when he was affiliated with Hunter Engineering. He's the guy that came up with the idea of modifying the brake proportioning for the 94-96 Impala SS, which used the same combination valve as the disc/drum Caprice in those model years. The result was the 4-wheel disc cars had the rear brakes doing less than 10% of the braking, rather than the customary 70/30 distribution, which also meant the FRONT brakes were doing much more work than normal, leading to other issues. Dave figured out a way to change the proportioning to have the rear doing 30-35%, which for many is what is now called the "stealth bolt" modification.

Today, Dave works for CEMB, a European company with deep roots in the balancing world. Here's a bit of his knowledge passed along via a trade magazine, regarding some wheel balance tricks. CEMB is also bringing a new alignment system, known as that is "no touch" - nothing gets mounted on the wheels, and it's very quick to check alignment. ... comebacks/
