This is just a guess but I think CA Smog checks if the Engine Diagnostic CVN has been modified. You would flag/fail if you turned off any OBD codes or set them to no report. If guys are passing with DOD turned off then they are not checking the Engine Calibration CVN (or possibly do not have enough data to have a stock CVN to compare it to for the Caprice platform). This kind of makes sense as GM may have many different Engine Calibrations for a particular model to address TSBs, recalls, consumer complaints, etc. but Engine Diagnostic probably doesn't change much (or at all) for the life of the vehicle.

Can someone who passed send me their HPTuners file so I can look at it? Or post up the CVNs to see which have been modified but still passed?
