Found out about this site that has repair manuals available for the taking on just about every brand and model, even Yugo, LOL!. Unfortunately they only cover up to 2013.

For the VATS chip programming, you'll likely have to take it to a dealer unless you/Spartan knows someone that can go to them with an appropriate scanner (GM MDI) as that's the only way to do it without any key.
